Omsk Refinery appoints Kirill Morozov as new CEO amid modernization push
Kirill Morozov has taken over as CEO of the Omsk Refinery, replacing Oleg Belyavsky. Belyavsky had led the facility since 2011. The refinery is known as one of Russia’s most advanced and a key partner of the Omsk regional government. Morozov joined the Omsk Refinery in 2017 with degrees in economics and engineering. He initially oversaw major modernisation projects, including the construction of the plant’s largest primary and deep oil processing facilities. These upgrades achieved nearly 100% crude processing efficiency.
From 2023 to 2025, he managed industrial and environmental safety before stepping into the technical director role. His work included the Biosfera biological wastewater treatment complex, one of the region’s most ambitious environmental projects. The refinery also invested over 500 billion rubles in modernisation under Gazprom Neft’s direction.
In 2024, the refinery joined the federal Professionalitet program. This initiative offers free industrial training for students, with guaranteed employment at the plant. The facility has also run a dedicated department at Omsk State Technical University since 2014, where lectures are delivered by both faculty and industry specialists.
Vitaly Khotsenko, Governor of Omsk Region, recently met with Morozov to discuss the refinery’s future under his leadership. Morozov’s appointment marks a new phase for the Omsk Refinery. His background in modernisation, environmental projects, and operational leadership is expected to drive further development. The refinery remains a major industrial and educational hub for the region.
