Germany's Push for Unified Health Insurance Sparks Debate on Fairness

Germany’s Social Association (SoVD) has urged the inclusion of civil servants in statutory health and long-term care insurance. The proposal aims to create a unified system where all citizens contribute. Michaela Engelmeier, chair of the SoVD executive board, has spoken in support of the change. Engelmeier argues that long-term care is a shared societal duty. She believes financing the system fairly requires contributions from everyone, including civil servants.

Her proposal centres on a citizens’ insurance model. Under this system, all individuals—whether privately or statutorily insured—would pay into the same fund. Engelmeier points out that both groups already receive identical long-term care benefits, making a unified approach logical. The SoVD’s call would bring civil servants into the statutory insurance framework. A citizens’ insurance system would ensure equal contributions and access. The move seeks to strengthen long-term care funding for all.
