Germany enforces strict winter soil cover rules for farmers by 2024
New German farming rules now require minimum soil cover during winter months. The regulation, part of the Common Agricultural Policy (GAP), sets strict deadlines for different crop types and soil conditions. Farmers must ensure at least 80% of their fields meet these standards between mid-November and mid-January.
For late winter sowing and cover crops, the soil must be fully covered by November 15. Early summer crops allow more flexibility, with cover permitted from September 15 to November 15. On heavier soils, the deadline extends to October 1, while fields with early summer crops can meet requirements as late as January 15.
Acceptable soil cover includes winter crops, cover crops, perennial plants, stubble breaks, mulch layers, or protective fleece and film. The rule applies uniformly across Germany, though no direct comparisons with other EU countries are available from current data. Farms failing to comply risk penalties under GAP standards. The regulation aims to reduce erosion and improve soil health during the colder months.
The new soil cover rule takes effect from November 15, 2023, to January 15, 2024. Farmers must adapt their practices to meet the 80% coverage requirement. Non-compliance could lead to financial consequences under EU agricultural policies.
